Director, Government and Public Affairs
Joe Clark is the Director of Government and Public Affairs for Columbia Gas of Ohio. His responsibilities include leading the state government, local public affairs, economic development, large customer relations and community engagement teams. Joe’s focus is to build and enhance relationships across Ohio.
Joe joined NiSource’s legal department in 2015, serving first as a senior counsel and then as an assistant general counsel. Joe primarily represented Columbia Gas of Ohio at the Public Utilities Commission of Ohio and Columbia Gas of Kentucky at the Kentucky Public Service Commission. In April 2024, Joe transitioned into the director of Regulatory Policy role for Columbia Gas of Ohio before stepping into the Director of Government and Public Affairs position in September 2025.
Prior to joining NiSource, Joe worked in-house for two competitive retail commodity suppliers and worked at a law firm in Columbus where he primarily practiced at the Public Utilities Commission of Ohio, representing Ohio large industrial customers on electric matters as well as two natural gas utilities. Joe also worked in the Ohio legislature prior to attending law school.
Joe is currently the Chair of the Board of the Worthington Resource Pantry and serves on the Boards of the Ohio Gas Association and Habitat for Humanity of Ohio.
A native of Junction City, Ohio, in Perry County, Joe earned his bachelor’s degree in international affairs from Muskingum University and his juris doctorate from the Moritz College of Law at The Ohio State University. Joe, his wife Melissa, and their two sons reside in Worthington, Ohio.
